Smaller regional modules in a National training module

This is hard to explain but here goes.

I am preparing a national training program for delivery across Canada. I was asked if each user could select what province they are from and then their module would have some custom material that is unique to their region.

Say the training was for how to order trucks. There is one overarching policy on ordering trucks which everyone needs to know but there are variations in each province (e.g. contact people, models, colours, dealerships).  What I want is for everyone to be able to first select what province they are from and then start their training which would be the national module infused with these unique bits of information appropriate to their province.

One solution could be to insert a screen at the approriate place in the content that lists Canada's 10 provinces along with the instructions to choose their province.

Each province on the screen then hyperlinks to one or more screens of the custom content, and then branches back to the main content.

Another possibility is to have a screen that says something like, "Each province has its own specific requirements. Open the Attachments Tab and select your province for a list of these requirements." You'd have to create a document for each province's requirements as attachments. (Could this be a downloadable job aid for the users?)

A third choice could use the Engage Labeled Graphic Interaction, using hotspots on a map of the Canadian provinces.

Overall, I think the method you choose will be driven by the amount of unique material (if it's a lot, then a labeled graphic would probably be too "busy"), and whether that information changes frequently (requiring you to update the module often). If the information changes a lot, you might choose the attachments route, and link to the documents so that you would only have to update the documants rather than republish the entire module.

There are many creative possibilities... I hope these ideas help!
