I know that Studio 13 handles a lot more videos than 09 did, which is why there's no Video Encoder anymore but what happens when you get an .f4v file? Apparently that's not one of the accepted formats, so how do I convert it to an acceptable format?
You are correct, many video file formats can be utilized as you can see here.
You will need a 3rd party product to convert your file to mp4, for example. I did a Google search here and you will have many choices. Perhaps someone in the community will be able to chime in and assist.
