Completion Criteria not working in third party LMS

I created a quiz using Articulate Quizzmaker 13.  I set the number of attempts for each question at one and did not allow a retake of the quiz.  I published the quiz and loaded it as a Scorm file in my third party LMS (Skillsoft Publisher).  I launched the quiz in Skillsoft LMS and the completion criteria are not working as set up.  The learners are able to complete the quiz more than one time. 

Is there another setting or anything I need to adjust to carry over the settings to the third party LMS.

Hey Lisa - The attempts that are set for the quiz within the software are for a session.

One thing I would advise is to set your course to 'Always Resume' via Player > Other > Resume:

It sounds as if you do not want the user to access the course once completed, correct? This would be a setting within your LMS if available.

Most learning management systems (LMSs) consider a course to be in review mode when attempting it again after the completion requirement has been met. This prevents learners from accidentally changing their course status from complete back to incomplete. If you'd like to change this default behavior, please review this article for details.
