The feedback by answer is only available for some question types, such as Multiple Choice, Word Bank, Pick One, Which Word, Freeform Pick One, and Freeform Hotspot. So you won't be able to utilize it for the multiple response. For more information you'll want to review this tutorial.

If you're wanting to give unique feedback for each choice but are unable to, please note that this option is not available for every question type. The following question types support this option:
Multiple Choice
Word Bank
Pick One
Which Word
If you have selected one of those question types, you will find the setting in the Form View (see screenshot).
