I have a compliance exam in which the learner must score 100% but they have 3 chances to do so. i would like some sort of message after attempt 1, 2 and 3, if needed. for example, sorry you didn't pass attempt #1 - we recommend you review the material...your help would be most welcome and very much appreciated. PS the course will be in our LMS if this makes a difference.

There are actually separate pass and fail results slides you can customize based on whether someone has passed or not. Take a look at this tutorial:

You can also customize the Finish action of your quiz to take someone to a previous section of your course if they fail:
