Problems with the Quizmaker Anchor Feature

My Anchor feature seems to no longer be working. I have been using articulate for several years, and I love the Anchor feature that allows me to have quiz answers like "All of the above" or "None of the above" remain at the bottom of the list of answers but allows all the other answers to shuffle. Recently, though, that feature has stopped working. Whenever I preview or publish, the anchored answers now shuffle with all the others. I have been fixing this by making those questions just not shuffle answers, but I would really like to be able to use the anchor feature again if anyone has suggestions as to why my program might be acting up.

So far, I have tried making all the questions new - many times I will copy and paste questions. I have also tried un-anchoring and then anchoring again in case there was a glitch. It happens on all new quizzes I make, not just a few. I have not had much time to experiment with old quizzes that worked when I created them, but it seems that when I go back and republish old courses, those anchors still work.

I would love some ideas to get my quizmaker working again!
