Quizmaker 09 Unhandled Exception Problems

I hope someone here can give me better insight on what exactly is going wrong then the actual support from Articulate.
Quizmaker 09 is giving me Unhandled Exception errors when I want to create a survey or quiz. The error is below. I've already uninstalled both the whole Studio 09' suite, .Net Frameworks, rebooted, and installed each one by one and the same issue happens. I've also went into %appdata%\Arcticulate and deleted the Shared, and also deleted the Quizmaker folder just so everything gets reset. The problem STILL HAPPENS.
Support keeps telling me to reinstall. Of course that's the solution! Why didn't I think of that? Please someone on this forum give me some things to try out.
