What is going on with Quizmaker? Parameter is not valid error

Are others having serious problems with quizmaker? I tried downloading a fresh copy on another computer and I am getting error messages when trying to create a new quiz from scratch.
Below is the error I am getting. Can someone please chime in here and let me know what's going on? My organization is making a decision on Articulate vs Captivate and this error is preventing me from showing Articulate.
Please help ASAP!
