I've had a look on the forum and can see various 'resume' issue posts but not one specifically in regards to it not working in Quizmaker 13.
It is a strange issue because some of the quizzes I have set up I can close down part way through and when I re-enter it gives me the option to resume where I was. But there are other quizzes within the same course that upon closure and e-entry the resume pop up doesn't appear and the user is taken back to the beginning of the course.
I had seen that when I added multiple quizzes to the same Presenter lesson in Studio 9 that it appeared that only the latest quiz data is stored. I am not 100% on that but it appeared and tested that way.

You mentioned quizzes in the same course, meaning all the same Presenter file or how you have your course organized within the LMS? If you have quizzes in the Presenter file, that player set up will override and control the resume behavior regardless of what you may have set in Quizmaker. If you're regularly seeing that the resume doesn't work after a certain point, you may also want to look at the suspend data limits documented here.
