Is there any way that I can make QM to have a retryoption (like a Retry button on the result page) without inserting to Articulate Presenter or using LMS to control?
I'm trying to insert several QMs in my course.
I don't need it to communicate with LMS. I just want a learner to retry the test until they pass the test.
If you want the functionality of the quiz without the "skin" that Presenter adds, you could publish the quiz to Presenter & then use the method described in the link below to remove the Articulate player:

To configure retries on your quiz, it needs to be part of a course within Presenter. Here's some info about how to set the number of retries:
