I am having trouble with a hotspot quiz as I am trying to branch the feedback. I would like to give feedback of "sorry, that's not quite right, try again", but when it goes back to the hotspot question, it won't change the hotspot from where I clicked on the previous try.
You're welcome, Kimberly. If you have the Player Template set to "Quiz-Submit One at a Time," you'll get the individual answer feedback but won't be able to change your answer (hence, the duplicate slide to give that option to retry). If you set your Player Template to "Quiz-Submit All at Once," you would be able to Review the Quiz and change your hotspot answer before Submitting the Quiz, but then you wouldn't get any feedback pop-up that says, wrong answer please try again.

Have you tried setting the layer to reset to initial state?
Is that just in Storyline? The tutorial that you link to is for Storyline and I am working in Quizmaker '09...
