a puzzling behaviour

Greetings,

I have been trying to set up a menu system in a story line project. I want the learners to be able to navigate in a non-linear fashion. So part of what I've been doing involves using arrows as buttons. 

So I've created the arrows and then created a user action for one of them. When I go to create the user action for the other I see that the action that I created for the first one is now duplicated on the second one.

In the action panel the I can only see one arrow Called Arrow 1Irrespective of which arrow I'm clicking on. In the timeline they are called left arrow 1 right arrow 1

Can anybody please give me an explanation for this behaviour and how I can get around it.
