With Storyline 360 and Studio 360 you can create courses that support Section 508 accessibility guidelines and Web Content Accessibility Guidelines (WCAG). See these articles for details:

You'll also want to check with your LMS team to see if there are particular areas of accessible that they don't support.

In theory, they are most likely to be the same. I think the only way you will know this for sure is to test the published LMS courses and the website courses for accessibility in different browsers and devices. I would not rely on anyone saying they should behave the same. I hope this answers your question.
Great advice from Julie Stelter to test! Otherwise, yes, unless the LMS interface is preventing an accessibility feature, you should find the same experience whether in web or LMS environments.
