Accessibility Tab Issue

Hi,
We seem to be having a problem when trying to make our courses meet the correct accessibility level.
Using the Tab order, adding Alt text etc. we have gone through and amended everything to meet the criteria required. When testing and reviewing the tab button does not pick up text boxes, images, shapes. It seems to only navigate to the player buttons or buttons/hot spots etc. It is not reading out any of the text on screen. We have tried this with NVDA and Windows 10 Narrator, using Chrome and Edge. If I remember correctly, previously everything used to always be picked up when using the Tab button on the keyboard.
I am using the newest version of Storyline 3 and I have created a 2 slide example. The first slide using shapes as the interactive buttons and on the second I replaced them with buttons.
Any support would be greatly appreciated as we really need to deliver this asap.

Thank Matthew - must have ignored that post as it was subjected with 360 and we are still old school with SL3.
