I've read many posts asking about this starting 7 years ago or more, and each has a different answer. Here most recently staff indicates that this should be working as expected.
See my attached storyline 360 file with one slide. My web object (which I insert locally) is a base layer, and there's one confirmation button that should go on top of that in another layer.
In the preview and in the review 360 here you can see that the button layer is not displayed. What's the official word on this?

Hey Matt! Thanks for including your file here.
All you need to do is add this trigger on the base layer: Show layer Confirm when the timeline starts on Slide 1.1.
