If you have Flash CS3+, you can download the SL Player SDK (which only addresses the Flash output) and modify this, however, I highly recommend a ActionScript programmer do this because when you move the objects, you will also need to modify the .as files to have the panels display above the buttons (as they currently display below).
If you publish to HTML5 / Mobile, you will then need a HTML/JavaScript programmer to modify / override that code from SL.
I'm sure this is not the answer you are looking for, however, the only other way is to turn off all player features and create you own.
I have my menu buttons created manually but on the slide master (which I have saved and shared between projects) so that I don't have to keep inserting them. This also gives more room on the slides.
