I have a few questions to help you troubleshoot this issue:
When you say "Preview my course on various devices", do you mean after publishing from Storyline? Or are you using the different device options on the top-right of the Preview window?
Which format are you publishing for (Web, Review 360, etc.) if it's after publishing?
Are you comfortable sharing a sample file either here or privately through a support case so we can see what's going on?

I had a few people look over my sample and they noticed that when the device was changed, the arrows were off on my "Navigation" slide. I was able to click the various icons in the top right hand corner of my screen to preview. Yes, they were right. I think they used different devices once I published. Personally, I used the Preview window and clicked the top right icons.
