Are you seeing an error message when trying to import the FLV directly? They are supported in Storyline, so I'd recommend that - as I'm unsure what you meant by previous instructions. You may see an error message as detailed here, and then you'll want to change the file extension from FLV to either AVI or MOV, then import it into your Articulate project.

I would recommend that you check out the information here to see if this helps identify why your content may not be playing properly.
Are you able to re-create this issue in a new file? Does another video work as expected.?
