Articulate Storyline 3 have a feature "Allow drag after completion"?

I use Articulate Storyline 3. I've the problem when the learner not pass the score their must to re-learning content again but I want Learner can be drag the time on the slide. When Learner study in the 2nd round.
Now I solve this problem by double content 2 sets. 1st set I restrict learner can't allowed to drag the seekbar until The learner see the 2nd set content, which I set timeline about 1-2 sec for learner easy to pass the next page. And they can drag timeline in a media through show VDO control feature for looking for any content their want.

By the way, I think my flow that It's make the file size larger than necessary. Please share the suitable way to me if you have another choice.

One easy solution which would allow you to control when your learners will be able to seek through a video is to add a transparent object on top of a video that will only go away once they've completed the course. I've attached a sample Storyline 3 file so you can see how this can be done using trigger conditions and variables. Basically, the transparent object in the project (Right click -> Format Shape to make an object transparent) will change its state to 'Hidden' when the value of a variable in the second slide switches from False to True. The absence of the transparent object will now allow learners to seek through a video uninterrupted.

Since this is a design inquiry, I'll open the floor up to other members of the community so they can share how they addressed similar requirements.
