When i have visited menu from base layer the time line and audio get pause, but if i have visited from any layer the audio and layer not gating paused.

On the layer orooerties do you have option ‘pause timeline of baselayer’ ticked?
Yes have ticked on ‘pause timeline of base layer’ but still its not working for layers

Thanks for sharing a sample .story file for us to take a look.
It sounds like you are reporting that your audio is overlapping and I'm not hearing that.
I published the file as you shared, but I did extend the image/hotspot so that I could click 'earlier' to see if there was any overlap.
Do you see the issue in my published output here? If so, what browser are you viewing in and tell me the steps to replicate.
