You can upload your .story file here using the Add Attachment button at the bottom of the reply window. You may also want to look at the Building Better Courses side of the forums to see what other ideas have been shared about tabs interactions. And to get you started, here's the most straightforward way to build a tabs interaction for Storyline.
In addition to Scott's recommendations, you can also hide elements that are on your base layer within the individual layers property settings as shown here.

I believe by default anything on the base layer shows through to any tab layer unless you do one of 2 things.
1. Completely cover up the base layer by adding some sort of opaque shape or graphic to the timeline of your new layer.
2. Add a trigger to your new layer(s) to change the state of the image on the base layer to "hidden"
