I just had that very same issue. My resolution was to rename my file, change the version number, and re publish. Doing the aforementioned resolved the issue in this thread. (Error - unable to acquire LMS API, content may not play properly and results may not be recorded. Please contact technical support.)

For both Storyline 1 and Storyline 2, the HTML5 output is only supported in Google Chrome.
From here, I would ask your learners to try and access the content using Chrome. If they still run into trouble in Chrome, please let us know!
