I have buttons set to display a layer. They have normal, hover, and selected states. The hover and selected work as expected, but after the user clicks once, if they click again, the button goes back to Normal. I don't want that behavior. How do I get rid of that?

I couldn't view the link, but I suggest that you for each button, duplicate the Selected state and name it Visited. Then delete the Selected state.
Any chance you have buttons on both base layer and slide layers? If you can post your source file? That would help us identify what's going on.
