Idea is that the learner is shown a passage of lorem ipsum with capitalisation and drop shadow applied.
There are toolbar buttons like those found in MS Office, which are shown as ‘selected’. As learner toggles off the effects, the text updates. They can do them in either order.
I have managed to set the slide up to do all of the above so far. It's the next bit that I'm struggling with..
"When both effects have been removed, buttons are disabled and a pop up message appears"
Do I need to set-up variables, states, triggers or a collection of them to achieve this?

You may try something like this:
Set up a trigger to show layer "pop up" when the state of both your buttons equal "disabled" (or something along those lines).
Layer pop up can contain your pop up message.
