I have a picture with two states. Normal state has not any buttons. But the custom state should have. However I cannot add controls when I try to edit that custom state. Is it possible?
Here is a tutorial about adding and editing states. It sounds as if you are wanting a button on a state, that is not present on the normal state, and I do not believe this is possible.

You are right, I wish to add the button to the custom state of picture, because this button does not exist on the normal state. This is the reason why I cannot set position of this button on the Normal state to make it visible/invisible for different states.
Perhaps instead of trying to add the button and be clickable within the state, what about hiding your initial object and then showing a new similar object that was initially hidden so that the button could be in that item's normal state?

This slide has a button which changes the state of a picture. The new state of the picture has a button on it that is clickable (jumps to next slide.)
