As far as i am aware, Media Library is a Storyline 360 feature only.
Please see here for a comparison between SL3 and SL360.
(Not sure which version of Storyline you are using but just thought id make you aware) :)

I know you mentioned that you updated Storyline, but can you confirm what version of Storyline you're using?
You can check by going to:
Help > About Articulate Storyline
We are currently on Build 3.28.18944.0 of Storyline 360 and the Media Library was released in Update 24. You can read all of the details here.

My version is 3.23.16814.0 . To be honest, i don't understand how that is possible because I recently updated storyline...
In order to update my version, I go to the articulate app and click update right?

Now we know why you aren't seeing the option.
Yes, you should be able to update from within the desktop app and then install that update.
This documentation may provide a bit more direction if needed.
