Am experiencing agony just trying to drag and drop layers in the layer panel to change the order in which they appear. This seems as if it is supposed to work, but I seem to lack the magic touch: they layers don't end up in the position I drag them to.
Make sure you have clicked on the layer you want to drag (dark blue) as opposed to the layer you might be hovering over which changes to light blue and you can't drag. Hope that helps
Thank you, Wendy! This was driving me nuts. I was quickly grabbing and moving layers and they seemed to be re-ordering randomly. Once I slowed down and was more deliberate about selecting a layer, it worked perfectly.
Glad to hear this helped Kriss - that’s what I was doing - sometimes I looked at the light blue highlight instead of the dark blue 😳 all the best with your project.

I've done this loads of times recently.
