Changing state from disabled to visited

I am relatively new to Storyline 2.  I am working on a slide that has 3 buttons.  The user must click on the first button to activate the second then the second to activiate the third.  I have the initial state of button 2 and 3 set to disabled.  I have a trigger so that button 2 sets to normal once button one is visited.  That worked for me.  However the same trigger did not work when I set button 3 to normal when button 1 and 2 were visited.  Any advice?

I also want my button 2 and 3 to change colors after visited.  I have a state created, however it isn't working.  Any advice is welcome and appreciated!
