Hard to say without looking, but here's a tip that might help:
If the character is the way you want it in the normal state, use the duplicate button (instead of the new button) for the new state. That way everything s/b included. Then change the character's expression or pose or what have you. If that doesn't work, perhaps you can upload that slide from the story?
I don't actually want the placard on the changed state. It is only when she is holding the placard, Info is there before you hover over her. when you then move away the word disappears.
Here is a sample. i have taken out all the text and all but one layer.
When she is standing there i want it to say "Info" on the placard. When you hover she talks. but is you move away to return to normal state info disappears.
Sorry to jump in here. I took a very quick look at how this is set up. Can you try duplicating the "Information" state and create it as a "Hover" state? Also, you may want to remove the trigger to show the state. If you do this, it should show the character and the text properly when the mouse is hovered over her.

I'll try and upload it at some point.
