Clarify best use of layers

Good morning! I'm working on my second Storyline file. The first one was pretty long, and I found doing everything I needed to do on the timeline was pretty cumbersome at times.

Are layers a better way to organize groups of items such as hotspots and triggers used to move to a new screen when clicking on tabs?

In my last project, I had bulleted items transition in at various times. Later on in the same slide, I had new bulleted items in the exact same location. It was very difficult to see the text because it was sitting on top of each other. Are layers good for this, or would you recommend just setting up a new slide?

Slide layers are much better way of working with multiple layers of text and other objects as it allows you to hide items you're not currently working on in the same slide. Plus there are a ton of other things you can do with slide layers once you start to understand the way they work!
