I am completely new to Storyline and am struggling with audio. Is it possible to have a sound file running throughout the project and when a user clicks a button that has sound attached it will stop, then restart again when the audio for the button has ended?
In regards to your wanting to play a different audio file when clicked, and pause the existing, you may be able to modify this play/pause toggle - and include the new audio on the layer with triggers to stop the layer audio when the user clicks the button again.

There are a number of community generated methods on how to "fake" the playlist set up. Here is a thread with some general ideas on how to accomplish something close to it.

Storyline doesn't have a playlist feature that would allow audio to run across all your slides, although there are some community threads where users have discussed was to set it up.
