change your triggers on slide 1.8 to 'when timeline starts' not 'when variable changes'. If the variable counter was on slide 1.8 your trigger would work, but as it is on other slides you need to use the when timeline starts trigger and then SL will go and check.
A couple of adjustments and the interaction seems to be working now:
1 - set the triggers on 1.8 to show layer when timeline starts rather when the variable changes. This ensures the change happens when the slide loads.
2 - changed the order of the triggers on 1.2 - 1.7 - triggers work top down; you had the user leaving the slide before the counter was changed. Now the counter is increased before leaving the slide.
