Created a simple awareness raising course (attached) in Storyline. Not one person out of 600 has a status of 'Complete' all are 'In Progress'...even my own!
Have uploaded course to SCORM Cloud and all appears fine. I have an Exit button on the last screen as well as on the viewer.

Have you checked the output/tracking.
A: tracking quiz results or B: number of slides visited.
A simple problem might be its set to all slides but you dont have to view them all in your course e.g. branching scenarios etc.
