To recreate the graphic you sent would be like cutting down a large tree with a table knife. It could be done if you have virtually unlimited time and resources. I estimate around 10,000 states and 13 - 14,000 triggers to show three persons and five skills. However, it might be doable if you are willing to settle for something not quite as sophisticated.

There might be a way to pass the results to a web object, then use a spreadsheet to load it into a preset chart. That sounds to me like a lot of ways to go wrong.

Otherwise, if you will accept a slightly more pixelated result, the attached sample may give you some ideas. It allows for six skills and three persons, but won't show the different persons at the same time.  I used sliders to input the values, but as long as you store the values in the right variables, it should work.

You can get the values from the quiz to the variables however you want, but I think if I were doing it, I wouldn't use a built-in quiz. I'd probably build question slides and use sliders to make the selections. If not sliders, then radio buttons, or something that allows input, shows that input, and eliminates as much funny stuff as possible. Sliders may not be the easiest choice if you have to be completely compliant, or if your users are using tablets.
