I am working on a course that was originally created in Storyline, however, I use Storyline 2. When publishing the upgraded version the text/pictures don't appear. When trouble shooting I have uncovered that the original designer used cue points and animation, that got lost during the upgrade and now seems to require triggers to put the animation into action. Am I missing something... should these features stick with the upgrade or do all new triggers need to be created?

You're right -- all cue points and triggers should remain intact when you upgrade a file to a newer version of Storyline.
Was this file created with Storyline 1, and did you upgrade the file to Storyline 2?
If you don't mind sharing the original file with me, I can test the upgrade on my end and let you know what I find!
