Custom Made Template

Hi,  I am new to Storyline.  I have a template that has been approved by our marketing department (which I want to set as a background image so that it appears on every slide)  It has our logo, forward buttons, back buttons, etc.  I have installed it as a Template.  Do I have to physically set the actions for EACH page in the storyline?  Meaning...for a user to go to the next page, do I have to Link each button to each page/slide?  Example:  Background image has the next, back, home, audio buttons.     Is there not a way to "Inherit" those actions across the entire project?  Any help would be greatly appreciated.
