You can set the timing of your objects in Storyline by clicking on the timeline button at the bottom of the slide. Basically, you'd place each image in the workspace where they need to pop up and adjust the timing of when they appear. They can just pop up when you have them positioned, or you can have them fade in with animation (like in powerpoint). Click an object and then select the animation tab.
Each object has its own timing slider at the bottom of the Storyline workspace. Just adjust it as you see fit and then preview the results. You can fine tune them as they fade in and out by adjusting their position within the timeline. You don't even need to use triggers for this, its all basic interations with the timing editor.
That's where the Slide Master would come in handy. If you edit the Slide master and create a new layout, you can set a background to each of the slides and work above it when you're on the slide. The background is under View > Slide Master. Create a new layout by editing a blank frame.
You can edit the Slide Master and create a background image that can't be clickable on any of the slides and remain in place any time you use a layout. Go to View>Slide Master, right click a blank slide and click 'Duplicate' then, rename it to be something you'll remember for updating new slides.
Storyline likes to put borders automatically on any object you insert. Click the object, go to Home tab, then select 'Shape outline,' and remove outline.

Thanks Jesse, but I am trying to customize the base frame - not a slide.
Here is an example of what I am trying to add to the base frame. A slogan with some graphic art behind. Has anyone done this before?

Hmm the ppt example I have does not have a border. The border is on Articulate.

Sounds like you mean the player, it is possible to add a logo to the player in the top left, there are no other customisations available yet
