Yes, you can custom build a quiz interaction and then use the Convert to Freeform option to turn it into a scoreable interaction. See here for info.

I'm going to assume that for a quiz question to be scoreable and submitted successfully to, for instance, an LMS, it HAS to be a Storyline question slide type, including Freeform. I'm assuming that it is not possible to build every part of a question from scratch? Could there ever be a reason to do so?
Yes, if need to track it to an LMS you'll want to use the question slides and results slides that Storyline includes as those are set up to report the data to an LMS. If you would prefer something more custom you could look at tracking and reporting it with Javascript or similar although that'll be something I have to defer to the community in regards to.
