You should be able to go to your likert question, make sure you're in Form view, click on the "Scale" button and then modify the tooltip responses.
I noticed here that if I completely remove the responses then the radio buttons disappear, but if you simply replace the text with a space (or I think 1 thru 5 would be ok here as well) then it works perfectly.
It feels like a bit of a hack, but at least it works.
Thanks Brian, Simply replacing text with a space is a good idea. Yes, text is missing, but the speech bubble is still there, it looks kommisch, see attachment. Can not you turn it off at all?
After I posted I noticed the same thing... not really thrilled that the tool tips are still there.
I'm not aware of any way to turn them off completely... it's too bad that these aren't treated the same as other objects where you can edit/modify the hover states.
In Likert Scale questions in Storyline 360, the labels can be customized but not removed. It is a standard feature in the template. I haven't heard a request to remove the label. If you determine a workaround, don't hesitate to share!

With that being said, if there is no way to remove the tool tips altogether, I'd probably make the tooltip match your column headers (1, 2, 3, 4, 5)
Clearly, that's bug from SL.

Thanks Brian,
if the caption can not be removed, just one way to match column heading.
