We've logged this as a possible software bug where dial interactions don't work in iOS 13 when using Safari. However, this bug isn't present if you're using iOS 14. Is it possible for you to update your iPad to iOS 14?
I'll add your comments to the bug report in case our team adds this to our roadmap. To be transparent, it's likely that this won't make it on our roadmap since dials are working as expected on the latest version of iOS.
