Different results slide layers for different scores, attempts

I am putting together Storyline lessons for a company that has now requested the following:
1. If the learner passes with a score of 100%, buttons are displayed that allow the learner to (1) review the results or (2) exit.
2. If the learner passes with a score of 80-99%, buttons are displayed that allow the learner to (1) retake the quiz, (2) review the results, or (3) exit.
3. If the learner fails after one attempt, buttons are displayed that allow the learner to (1) retake entire lesson, or (2) retake the quiz.
4. If the learner fails after two or more attempts, buttons are displayed that allow the learner to (1) retake entire lesson, (2) retake the quiz, or (3) review the results.
(The learner can't exit until s/he passes.)
I suspect (feel free to set me straight!) that the solution lies in creating a separate layer for each of the above situations, e.g., "Failure-OneAttempt," "Pass-80to99," etc. What I cannot figure out is how to use triggers, variables, etc., to show the right layer when its conditions are met. Is that possible?

Oh, I should have added:
In one of my early experiments, I WAS able to create a number variable to disable the Review Answers button until the learner retakes the quiz one or more times. It's mostly that second situation--the person who passes at 80-99%--that has me stumped.

Hi Jay,
I think the attached achieves what you want without any extra layers. The positioning of the buttons may not be what you'd like, but you could probably create layers by using the ideas here.
I placed the exit button on the success layer, since Learners must past in order to exit.
I created a T/F variable named Review and set it to False.
On the Failure layer, I added 2 triggers:
Adjust the Review variable = true when the timeline starts on condition that either the Retake Lesson Button or the Retake Quiz button have been visited
Change the state of the Review Quiz button to Hidden when the timeline (on the Failure Layer) starts on condition the Review variable = false
