I have a very simple drag-and-drop exercise that I am trying to distribute to the end user. I cannot upload it to a LMS because they don't have one. I have tried to publish it to the web but then I have to send them a zip file with instructions for them to download, extract and then click on the right folder.

When you publish to web format, it is typically then hosted on a web server and a link/URL is shared for distribution. Similar to this link. Do you (or they) have a web server that this content could be hosted on?
It sounds like you need to distribute it to them to view locally. Is that correct? If so, I would recommend using these instructions:
