Yup! After you publish from Storyline and upload your content to a web server (or Dropbox), you just give learners a link to the story.html file. They’ll see the right format for the browser or device they’re using. See this article for details on how this happens. I was more wondering if you could synch a folder to an iPad using drop box whether the content could be viewed offline, since it was now on the local machine. Or if an enterprise uses Mobile Iron, whether a course could be pre-loaded without having to leave it in an unprotected location on the web for it to be accessed.
