Drag and Drop Items are Hidden by other Drag and Drop Items

I've created a drag and drop quiz question. The slide is laid out such that there are three columns labeled Resist, Retreat, and Resolve (the quiz question is based on communication skills). Under each column I have created a hotspot for the drop targets (3 total). The responses to the question includes a series of 9 text boxes, and the learner should drag and drop each text box into the appropriate hotspot (column). At the end, there should be 3 text boxes in each hotspot (column). I've set the drag and drop options so that the 9 text box items appear one after the other instead of all at once, and the snapping option is set to Tile. The problem is that the text boxes are sometimes revealed underneath existing text boxes that have already been dropped onto a hotspot.

For example, the learner correctly drops text box 1 (response 1) into column 1, then text box 2 is revealed. Sometimes text box 2 will appear underneath text box 1, making it difficult for the learner to see it and click to drag it. I've played with changing the order of the text boxes on the timeline, but that does not seem to help.

I guess my question is: is there a way to control where each response item first appears before the learner drags it to a hotspot to avoid this issue?

Hi Brad! Thank you for sharing your file and allowing us to take a look. I think the combination of having your drag items reveal one at a time, but still on the same stage as the drop target is what is causing the issue. Typically, I've seen users set it up more off-stage. Check out your attached file. The issue you are reporting is alleviated.
