Drag and Drop (Layering of Drop Items)

Hi - I am creating a drag and drop interaction in which the drag items appear one at at time. The drop location is one big box. I want to show one drag item and have the learner place it (an award on a uniform). The next item that appears I want the learner to drag it to the same location, but I want the second item to appear behind the first item (the second item is an award that is earned after the first award, but on the uniform it is placed behind the first item). on my timeline, the second object is correctly placed below the first option, so it should appear beneath the first item, but because its a drag and drop it doesn't appear that way, the second item still appears appears on top despite the fact its lower on the timeline. Any solutions?
