Drag over layers not working

Hello,
I'm trying to create a drag over slide that will show a specific layer if the user does not complete the question.
I have tried so many different ways and I can get incomplete layer to appear however it then does not let me move onto the next slide.
Can anyone help me, the incorrect/correct layers are standard in Spanish and I want to use them as normal, it's only the incomplete layer I'm having trouble with, I've attached the slides to this discussion.
Within the whole course there will be a Spanish and English version and as Articulate Storyline 3 does not have the function to change between languages in the player (please correct me if I'm wrong) I need to create my own feedback slides to over-ride the player feedback.

Sam, the drag and drop functionality doesn't work for me when I preview the course for some reason, but wanted to suggest that you try removing the "Hide this layer" trigger for your correct/incorrect layers and see if that resolves the issue for you. Just keep the "go to the next slide" action for your continue button on those layers.
Hi Brian. Thank you, unsure how that got there! I was still unable to get the slide to move on when answering incorrectly.
There is a built-in incomplete layer that looks like this:

Hi Walt, that's the one I need to over-ride as there will be 2 languages in this course and the player only supports 1 language.
Oh, now I understand, and that's a tough one to override.
Part of the problem is that there are unlimited attempts, and no Try Again layer. I set it to 1 attempt, then back to unlimited, and it brought in a Try Again, which helped.
Check the attached sample, which works the way I think you want. I only wrote triggers for the top two datos. There is an "incorrecto" that shows over Chantell, but I don't know where it is coming form.
