Drop Target Position Creates Inconsistent Behaviour

Hello Community,
I am creating a drag and drop interaction and have found that if the drop target is too close and in line horizontally with other targets, the triggers behave erratically. When I take the targets out of horizontal alignment, everything works fine.
Has anyone else found this, and if so, are there any solutions?
It might help to mention that this is not a quiz question. I do not want the user to have to "submit" to get feedback. The intent is to have the change state triggers provide feedback as the user makes choices.
Incidentally, in the attachment you may notice that I have chosen to use hotspots for targets. I have also used shapes with no change in this behaviour.

You may want to try importing your file in to a new file to see if you find improvement, and here also are some general troubleshooting steps that typically address erratic behavior. Something that may be causing you issues is that the drag objects are bigger than the targets. Depending on layer order it may be confusing Storyline. One trick you might use is to use an empty shape (100% transparent) that is the same size as your targets. Then paste the images inside the "normal" state and other states of that object. This should help with lining up the objects and targets correctly.
