In my course, I am using an outside site for a survey. I want users to click on an icon to access the survey before exiting the course. I have an embed code but I can't figure out where to put it. It is not a video or audio. The code doesn't present as a URL.
Looks like the feature that you need is the Web Object feature of Storyline 360. Here's an article which explains what this feature does, and how to add web objects using URLs:

Yes, that is correct. Embedded SurveyMonkey results will not be able to send the survey data to your LMS because they are hosted on a third-party platform. You'll need to create your survey in Storyline 360 using the built-in survey quiz slides if you'd like to record the responses in your LMS.

You can embed a SurveyMonkey survey (which is a static URL) into a Storyline file using Insert > Web Object.
However, that survey would not return data to the parent Storyline file if you were trying to capture learner feedback through an LMS.
