I haven't seen that error before, but it sounds like you may be trying to install the software from a network drive. If you just downloading the installation files, please make sure they're saved to your hard drive. You may also want to try right-clicking the EXE file and selecting "Run as administrator".
The only information I can find on this issue is provided by Microsoft - and it sounds like you already tried modifying the registry.
Do you have administrative rights on the machine, or an IT department that can help you out?
