Could you confirm that you're working on a local drive? Working on a shared drive can cause that error, so I always like to rule this out first!
I've seen reports where the machine's OS wasn't sure how to open XLF files. To fix that, double-click the XLF file and select Notepad or another program as the default method for opening these files.
